So the weight of the budget is set before mobilisation, and the drawings are complete before work begins.
Breaking the scope into modules means deciding which tier goes first within the same construction period — not opening first and patching later. Fire services, HVAC, water, drainage and smoke extraction are invisible and never cut, however tight the budget; the facade, reception and lobby set the first impression, so spending concentrates there; secondary spaces finish in the same phase at a lower tier, with no loose ends.
